The case study from Senegal is the Virtual University of Senegal, an innovative model of ICT use in higher education. It traces the process of its creation, discusses the role of political actors and
leadership in the various stages of its creation, identifies the mechanisms that have favored transformative innovations and discusses the constraints and challenges of its sustainability.
