促进在哥伦比亚使用负责任的研究指标的三向框架。

The current state of the art in metrics for evaluating scientific production in Colombia is structured around a points-based system that encourages individual or group research performance, instead of collaborative research. Furthermore, the system is still weak when it comes to accounting for other aspects of research, for example, the process of research, or using the results of measures in public policies, beyond the classification of people, groups, and institutions.  It also promotes the production of scientific articles only, ignoring other formats; measures the quality of the studies based on the ranking of the journal where the work published, furthermore, it does not take into consideration publication in local repositories or journals.  Therefore, a more compelling model is required if the goal is to incentivize transformative research. Here we present a methodology with a participatory approach structured in three axes: massive and open spaces to know and discuss experiences on metrics around the world (such as the UK Research Excellence Framework, Leiden Manifesto, San Francisco Declaration ” DORA “, INORMS, among others); the second axis of formulation of a public policy proposal, to improve the Colombian evaluation mechanism and incentives for responsible research and innovation; and the third axis for the construction of a tool for the institutional measurement of research, useful to HEIs. All three axes have been explored on in inter-institutional commissions and with the advice of a scientific commission with local and international experts. Since this is a work on progress, conclusions are not yet ready, however by the time of this conference we would be able to draw conclusions not only about the outcomes but also about the challenges and advantages of this collaborative project.

阿丽达·阿科斯塔
Alida Acosta is a doctor in cognitive sciences and behavioural economics. Her interdisciplinary profile has taken her to work in the public and private sector. She currently leads the Human Resources unit for science, technology, and innovation at the Observatorio Colombiano de Ciancia y Tecnología (OCyT). In this role she is leading a national survey to characterize the Colombian scientific population. As a researcher she is interested in how context drives adult population’s respond to incentives in collaborative scenarios. She has run empirical studies with Autistic adult population, clinician and medical doctors, public sector employees, and teachers. As well as her interest in human behaviour she is a keen supporter of all causes that bridge science and art.

Economist from Universidad de Antioquia, Colombia, and Master’s in social studies of science and technology at the Universidad de Salamanca, Spain. He is currently a PhD student at the Universidad de Salamanca. He works as a research consultant at different institutions, such as Corporación Universitaria Remington and ASCUN. He has more than 10 years of experience in scientometrics, research indicators, strategic planning of research, and research formation strategies for undergraduate students. His research experience has been on the topics of research evaluation, scientometrics, social studies of science, open access. His latest research has been on measurement of APC expenditure by universities and promotion of a new research agenda for science evaluation. As a member of CoLaV, Universidad de Antioquia, he is contributing to develop a new infrastructure of research data.
洛雷娜·鲁伊斯
A microbiologist from the Andes University. OAS fellow in scientific dissemination at the MAST in Rio de Janeiro. Master in Dissemination and Communication of Science and Technology from the Oviedo University and the OEI. With several courses in empowerment, leadership, Relational Marketing, among others. With 29 years of experience in activities: as research for five years at Cenicafé; as a teacher for more than ten years at various universities, as a science communicator, for 10 years at the Colombian Association for the Advancement of Science - ACAC and as an editor with 21 years of experience in science communication and social appropriation projects of science with an emphasis on the publisher sector. Currently, she is the director of the publishing house of Antonio Nariño University, since 2008. She has belonged to the Board of Directors of the Colombian Association of University Publishers - ASEUC since 2008, where she served as Treasurer 2011-2016 and is now again treasurer for the period 2021-2023.
